Resource: Summary of MOEquity Requirements and Calculations for LEAs

The federal American Rescue Plan Act’s (ARP) ESSER III aid requirements include a new maintenance of equity (MOEquity) provision for SEAs and LEAs. MOEquity provisions ensure, if funding reductions are needed, that state and local per-pupil funding is not disproportionately reduced in the highest-poverty districts and in high-poverty schools, and that LEAs do not disproportionately reduce the number of staff in high-poverty schools. The Summary of MOEquity Requirements is written to help district leaders understand the specifics of the MOEquity provision as it applies to LEAs. The accompanying tool then allows district leaders to enter school enrollment, funding and staffing data to determine if the MOEquity provision is being met in their high-poverty schools.
